Hello,
synchro and ninevon you have been both a great help to me and solved the mystery behind these favorable tracks and melodies after 25 years. 
Frankly speaking, I searched all though internet to find the composer of this series (パパは独身) but I couldn't get any information about the composer and the music of パパは独身.
I even couldn't find any albums related to this series. It's a mystery why nothing is known about it.
I wish I could find the first episode of this series in original Japanese language. I know here is a board all related to music. All the same, let me know if someone can help with the original video.
Now, my research continues to find the exact rendition and tune which is used for the series.
The Koto is for sure played by Toshiko Yonekawa as I know her style of playing.
Then, I assume I have to focus on those Victor Orchestra albums in which Toshiko Yonekawa has a part. The rendition and tune of the melodies inspires a sort of Western touch compounded with Eastern(Japanese) melodies.
I've seen such arrangements by Victor orchestra and ストリング・エマノン both.
